2008년 창단된 강원은 2009 시즌 K리그의 15번째 구단으로 참가하였다. 2016년 12월 9일, 월드컵 무대에서 활약한 공격수 이근호를 영입한 것을 시작으로, 오범석, 이범영[24], 황진성[25], 정조국 등 국가대표 출신 자원과 김경중, 김승용, 문창진 등 올림픽 대표팀 출신 선수들을 연이어 영입하였고, 쯔엉, 박선주 등 선수들을 추가로 영입하여 갓 승격한 도민구단 답지 않은 공격적인 영입으로 화제를 모았다.

Gangwon-do's Governor Kim Jin-sun announced a schedule for the foundation of the 15th professional football club to participate in the K League on April 28, 2008. A committee, the "Foundation of Football Club in Gangwon Preparation Committee", was organized on 18 June 18, 2008 to facilitate the foundation.
